Senior IT Project Manager

Our client, a cutting-edge AI solutions company, is seeking a Senior Project Manager to coordinate a strategic digital transformation initiative in public procurement management for a Portuguese public entity. In this 12-month project, you’ll oversee the end-to-end delivery of a modular, AI-driven platform designed to streamline and modernise procurement processes—delivering an innovative, user-focused experience to the market.

Project Scope Highlights

You’ll coordinate the delivery of an integrated platform covering:
• User Access & Permissions Management
• Centralised Needs Collection & Analysis
• Automated Procurement Workflow
• Purchase Order Creation & Management
• Contract Execution Monitoring
• Electronic Catalog for Goods & Services
• Business Intelligence Dashboards
• AI-Driven Forecasting & Process Optimisation

Technology & Delivery Approach:
• Agile Methodology (short sprints, progressive rollout)
• DevOps Practices for CI/CD
• Microservices Architecture for scalability
• Modern Tech Stack:
o Frontend: React
o Backend: Node.js, Python
o Databases: PostgreSQL, MongoDB
o Infrastructure: Docker, Kubernetes

What You Bring:
• Education: Bachelor’s degree or higher in Software Engineering, Information Systems, or a related field
• Experience: Minimum 5 years managing complex software development projects, ideally in public procurement or ERP environments (public sector experience is a strong plus)
• Certifications (required – at least one of the following):
o PMP® (Project Management Professional)
o CAPM® (Certified Associate in Project Management)
o PRINCE2®
• Language: Fluency in Portuguese (written and spoken) and advanced in English
